Arguably yes, but Microsoft et al. would have it different.
By not paying somebody for a product then you effectivley making money off
their back - you're x pounds up (or rather, not down) and they're 1 product
down.
Except with software piracy they don't lose 1 product. But neither have they
gained the money that you'd have given them.
