For the majority of the time the sense of consciousness is an illusion.
Perception tends to lag significantly behind events and tries to overlay a
sense of control over acts that were already made in the subconscious.
Brain scans show it takes around 500ms for all the filtering required to
create perception to occur and yet a large proportion of decisions the
subject thinks of as conscious decisions are put into action in less than
that time frame.  The brain even seems to have artificial delays put in so
delay perception of some things so as not to disillusion the consciousness
of its sense of control.
