The reason I've done two is that it depends on whether we're playing that
a province is yours once you've had an army in it, or once you've had an
army in it at the end of an autumn turn. It matters because France gets a
build in the case of the former.

The rule states "A country controls a supply centre when one of its units
occupies that supply centre province after an Autumn turn has been played
and completed", which I think points in favour of the second map (and no
cookie for France).
