I don't think there is anything that can really substitute for tarragon. Marjoram is more of an oregano substitute (it's more bitter, a bit like the stuff sold as "wild oregano" or "Mexican oregano"), which isn't surprising really seeing as oregano and marjoram are closely related (oreganum vulgarum and oreganum marjoram I think).
