While Simon will probably mention this, Venice is actually held by an
army even though Italy isn't in the game. All Italian units are
present, they just won't ever do anything. So you can't move into
Venice without support (from e.g. the Viennese army if it moves to
Tyrolia).

Of course moving the Viennese army to Tyrolia leaves Vienna open to
a German sneak attack...
