Quick clarification: does this mean that France is now neutral (nice
bonus for the western powers, that) or are you taking it on Simon?
Alternatively, does that mean

if (@players<7) {
	print "Getting rid of Italy\n";
	shift @countries;
}

i.e. Ian shifts to play France instead?
